Green Infrastructure for CSO Control in Kansas City, Missouri
Advanced design concepts such as Low Impact Development (LID) and Green Solutions (or upland runoff control techniques) are currently being encouraged by the U.S.EPA (EPA) as a management practice to contain and control stormwater at the lot or upland residential parcel level. These controls have shown that when implemented and maintained properly, they can increase retention at the runoff source — decreasing the runoff volume entering the drainage system and the demand on a drainage system. Both developed storm and combined sewersheds can benefit from the added storage from areas retrofitted with bioretention cells or rain gardens and other management, e.g., inlet retrofits or curb-cuts with tree plantings. This paper documents an effort by the U.S. EPA to demonstrate the efficacy of implementing integrated, green infrastructure-based solutions to support control of wet-weather flow pollution problems in an urban core neighborhood within a combined sewer system. This pilot project is part of a larger adaptive management approach to incorporate Green Solutions into the Kansas City long term control plan. The project involves local and regional efforts to provide the "basis-for-success" of the implementation of Green Solution infrastructure and stormwater management at the neighborhood, watershed, and regional levels. The project demonstrates the strategy and methodology, including model support, for identifying where and how Green Solutions will be implemented within Kansas City, Missouri.

Adaptive Fine-tuning based Transfer Learning for the Identification of MGMT Promoter Methylation Status
Glioblastoma Multiforme (GBM) is an aggressive form of malignant brain tumor with a generally poor prognosis. Treatment usually includes a mix of surgical resection, radiation therapy, and akylating chemotherapy but, even with these intensive treatments, the 2-year survival rate is still very low. O6-methylguanine-DNA methyltransferase (MGMT) promoter methylation has been shown to be a predictive bio-marker for resistance to chemotherapy, but it is invasive and time-consuming to determine the methylation status. Due to this, there has been effort to predict the MGMT methylation status through analyzing MRI scans using machine learning, which only requires pre-operative scans that are already part of standard-of-care for GBM patients. We developed a 3D SpotTune network with adaptive fine-tuning capability to improve the performance of conventional transfer learning in the identification of MGMT promoter methylation status. Using the pretrained weights of MedicalNet coupled with the SpotTune network, we compared its performance with two equivalent networks: one that is initialized with MedicalNet weights, but with no adaptive fine-tuning and one initialized with random weights. These three networks are trained and evaluated using the UPENN-GBM dataset, a public GBM dataset provided by the University of Pennsylvania. The SpotTune network enables transfer learning to be adaptive to individual patients, resulting in improved performance in predicting MGMT promoter methylation status in GBM using MRIs as compared to using a network with randomly initialized weights.

Specifically, the project will demonstrate the strategy and methodology for where and how attainment of Green Solutions will be implemented, including model support, within Kansas City, Missouri.

Hypothesis-Based Flow Monitoring for Green Solutions
A demonstration project to show the efficacy of stormwater best-management practices deployed in an urban midwestern neighborhood. The large-scale demonstration depends on reliable flow monitoring to verify stormwater invention by the green solutions and reduction of flows to the combined sewer collection system. The flow monitoring includes both temporal and spatial controls.

Kansas City — Balancing Green Infrastructure with Traditional Approaches for CSO Control
The City of Kansas City Missouri is perfectly positioned for demonstrating the use and effectiveness of applying green infrastructure for combined sewer overflow (CSO) control. The Kansas City Water Services Department (WSD) provides wastewater collection and treatment for approximately 650,000 people, located within the City and in 27 tributary or "satellite" communities. Approximately 56 square miles within Kansas City, south of the Missouri River, are served by combined sewers. The City's combined sewers overflow to a number of receiving streams, including the Kansas River, the Missouri River, the Blue River and Brush Creek. Kansas City has also suffered from severe flooding issues. Lives have been lost and significant property damage has occurred as a result of flooding, in large part due to substantial increases in stormwater runoff from ever-increasing impervious surfaces. Kansas City's WSD has conducted extensive modeling and economic studies of its combined sewer system over the last 5 years, in preparation for submittal of its long term control plan to EPA, in January 2009. These studies and recent funding opportunities have provided the impetus for selection of Kansas City as a case study location to demonstrate the efficacy and sustainability of green infrastructure approaches in an urban-core neighborhood served by a combined sewer system. The intent of this project is to compile data and demonstrate the water quality and quantity results from larger scale application of LID or micro-BMP retrofits in a subcatchment.

Entsprechend groß ist die Bedeutung einer möglichst umweltverträglichen Bereitstellung, aber auch einer möglichst umweltschonenden Nutzung von Energie.

A study of harmonics at Dacotah Cement
The major objective of the study of harmonics at Dacotah Cement plant (USA) power systems was to verify that the addition of passive harmonic filters on each of three variable frequency drives resulted in a reduction in the fifth harmonic and total harmonic distortion (THD) as specified. A secondary objective was to identify the types of electrical equipment in the plant susceptible to the effects of harmonics in order to recognize if the harmonics study needs to be expanded to include the entire plant. Older electrical distribution systems are the most susceptible to damage because the motors, transformers, cables and circuit breakers were not sized to handle the eddy currents and skin effect due to the harmonic distortion introduced by the many types of nonlinear loads available today. Lower energy and maintenance costs are the major benefits of a plant wide harmonic study.

Die Revolution verliert ihr Idol
Am 15.10.87 wurden in Burkina Faso während eines blutigen Putsches der Staatschef Thomas Sankara und einige seiner Getreuen ermordet, der regierende Conseil National de la Revolution (CNR) aufgelöst und durch ein Regime ersetzt, das sich die Bezeichnung “Volksfront” (Front populaire) gab. Allerdings gehören drei der vier Initiatoren und Träger des bisherigen revolutionären Prozesses seit 1983 auch wieder zu den Schlüsselpersönlichkeiten des neuen Volksfront-Regimes. Die neuen Machthaber beteuern, die Zielsetzungen der Revolution von 1983 weiter zu verfolgen, den revolutionären Prozeß aber von den unter Sankara erfolgten Abweichungen und Verirrungen zu befreien. Dennoch sind Zweifel angebracht, ob mit dem Tod Sankaras nicht ein erneuter Versuch einer Sozialrevolutionären Bewegung gescheitert ist, die sich bemühte, der entwicklungspolitischen Forderung nach einer stärkeren Berücksichtigung und Förderung des ländlichen Raumes nachzukommen. Solche Versuche hatte es zuvor bereits durch Nasser in Ägypten, unter der Militärregierung in Peru nach 1968, in Tanzania, in Ghana und mehreren asiatischen Entwicklungsländern gegeben. Thomas Sankara hat mit seinem Charisma und seiner linkspopulistischen Vorgehensweise in Burkina Faso und weit darüber hinaus Hoffnungen geweckt, daß eine solche zielgerichtete Politik neuen Typs tatsächlich umgesetzt werden kann. Sollte es sich trotz aller rhetorischen Beteuerungen des neuen Regimes erweisen, daß die Schwerpunkte der neuen Volksfront-Politik von den ursprünglichen Zielsetzungen der Revolution von 1983 abweichen, wäre dies gerade in der entwicklungspolitisch schwierigen Lage Schwarzafrikas ein herber Rückschlag.
